Why SUFOS Exists

SUFOS was created to address the persistent challenges Courts have faced with large-scale system replacement projects. Too often, these efforts introduce complexity, strain operations, and ultimately overtax the system of record—rather than protecting it and ensuring its long-term integrity.

We take a different approach. By extending capabilities around the core system in a controlled and governed way, Courts can modernize continuously—without disruption and without compromising stability.

At the same time, we recognize that the emergence of AI is fundamentally changing the cadence of modernization. AI is not a replacement for judgment—it is a powerful toolset that enables faster development, more informed decision-making, and a more adaptive approach to delivering new capabilities over time.

The SUFOS team brings decades of experience in court modernization—spanning a wide range of jurisdictions and environments. Our work has included everything from small, rural municipal courts to complex, statewide implementations.

Through these experiences, we developed a deep understanding of court processes, workflows, legislative mandates, and the critical importance of data integrity and security. More importantly, we saw firsthand where modernization efforts succeed—and where they struggle.

Those lessons shaped the foundation of SUFOS and continue to guide how we work with our court partners today.

Stuart Rosove
Founder & CEO

Stuart is a senior executive in the court technology and modernization space, with extensive experience leading large-scale transformation initiatives across the United States and internationally. He has held leadership roles at organizations including equivant, and previously led his own consultancy advising private equity firms on GovTech and court technology M&A. At Tyler Technologies, he was responsible for international business development, supporting the expansion of court technology solutions into new markets.

Stuart is the creator of the Judicial Operations Platform™, Judicial Operations Framework™ and JOF-AI™, a governance-first approach to modernization designed to help courts evolve continuously—without overloading their core systems.

Sherry Agcanas-Wolf
Chief Product Officer

Sherry is a senior executive with over 25 years of experience in the justice industry, specializing in the intersection of operational intelligence and governed modernization. With a Master of Science in Computer Information Systems and certifications in Product and Knowledge Management, she focuses on designing architectures that transform fragmented data into cohesive, high-value information assets.

Her expertise is rooted in a career-long commitment to the court ecosystem, with a focus on structuring complex operational workflows to improve transparency and accessibility. At SUFOS, Sherry leverages this deep domain expertise to help court partners and vendors implement scalable solutions that protect the integrity of the system of record while elevating the quality of public service.

Sanaz Ahmadi
EVP, Governance & Transformation

Sanaz is an executive technology leader and former State Chief Information Officer with more than twenty years of experience leading enterprise modernization, technology strategy, and operational transformation across government and complex regulated environments. She specializes in aligning technology, governance, and business operations to support large-scale modernization initiatives, organizational scalability, and long-term operational sustainability.

As CIO for the Nebraska Judicial Branch, she led enterprise technology strategy supporting more than 250 court and probation locations statewide, governed a $20M+ annual technology portfolio, and directed modernization initiatives focused on case management, cybersecurity, cloud strategy, infrastructure transformation, and enterprise governance.

Jason Emineth
Chief Technology Officer

Jason is a technology executive with over twenty years of experience in software development, systems architecture, and enterprise platform delivery across the public and private sectors. He specializes in building secure, scalable applications and integration frameworks that support complex, mission-critical environments, including large-scale justice system modernization initiatives.

His experience spans both government and industry leadership roles. At equivant, he led integration implementation, software development, and innovation initiatives. At the Montana Department of Justice, he was responsible for delivering critical justice information services to local, state, and regional partners, and served as the CJIS Systems Security Officer for the State of Montana, appointed to the FBI.
